W. Bowman (Bo) Cutter (he/him) is senior fellow and director of the Economic Policy Initiative at the Roosevelt Institute. He was formerly a managing director of Warburg Pincus, a major global private equity firm where he served as the firm’s economist, a leader in its international business, and a principal fundraiser. Bo joined Warburg Pincus directly from a senior economic policy role in the administration of President Clinton, where he was a director of the National Economic Council and a deputy assistant to the President. He also served during the Carter administration as executive director for Budget at the Office of Budget Management (OMB). Bo later led the OMB transition team after the election of President Obama. He served as vice chair and managing partner at Coopers & Lybrand, the global accounting and consulting firm that merged with Price Waterhouse. He previously chaired the board of CARE and was a founder and currently chairs MicroVest, a leading global microfinance fund. He is the immediate past chair of Resources for the Future and chair of the Tunisian American Enterprise Fund (TAEF). Bo is also a member of the Executive Committee and past co-chair of the Committee for Economic Development and a member of the New York Council on Foreign Relations. He holds degrees from Harvard University, the Woodrow Wilson School at Princeton University, and Oxford University as a Rhodes Scholar.
