Luis is an expert on international climate policy with extensive experience collaborating with Parties and non-Party stakeholders to advance ocean-climate solutions within the UNFCCC and other multilateral bodies. At Ocean Conservancy, his work is dedicated to driving progress toward our global objectives on ocean-plastics and ocean-climate issues. Prior to joining Ocean Conservancy, Luis worked at the U.S. State Department, where he led policy and program efforts related to climate change, fisheries, ocean acidification, sharks, and migratory birds. Notably, he played a key role in supporting the planning of the ‘Our Ocean Conference’ in 2014, 2015, 2016, 2022, and 2023, contributing to the mobilization of concrete commitments announced during these conferences. Luis holds a Ph.D. from the University of California at Berkeley and a B.Sc. degree from the University of Puerto Rico at Mayaguez. Based in our Washington D.C. office, Luis remains committed to leveraging his expertise for impactful contributions on a global scale.
